Los Angeles, 19. April - Human Rights Alert (NGO), Los Angeles County, Kalifornien, hat einem Bericht mit den Vereinigten Nationen  abgelegt [1] [2] für die erste UPR (Universal Periodic Review) der Menschenrechtslage in den Vereinigten Staaten von der UN. Es wird von schwerwiegenden Menschenrechtsverletzungen in Los Angeles County berichtet. Die grosste Verletzung sind tausend Fehl-Inhaftierungen: (1) Die Rampart-FIPs - Tausende von Opfern des Rampart Korruptionsskandal (1998-2000) wurden zu diesem Zeitpunkt fälschlicherweise inhaftiert , (2) Zahlreiche Häftling wurden  fälschlicherweise ohne Documenten , oder mit offensichtlich falsch und irreführenden Dokumenten von der Los Angeles County Sheriff's Department festgehalten, und (3) Generalstaatsanwalt Richard Fine wurde über ein Jahr lang in Einzelhaft festgehalten, mit mit offensichtlich falsch und irreführenden Dokumenten. 
Ein andere Aspekt der Menschenrechtsverletzungen in Los Angeles County beinhaltet Betrugsfälle durch die Gerichte in Immobilien-und Finanzsektor. Nach Berichten haben angeblich Richter von Los Angeles Superior Court mit Schutzgelderpressung zu tun, und der US Staat scheint dies zu ignorieren. Damit  diskriminiert der US Staat Los Angeles, effektiv handelt es sich um ein ein extra-konstitutionellen Zone. 
Der Bericht unterstreicht die zentrale Rolle der unehrliche Case Management Systeme (CMS) in den steilen Verfall der Gerichte, die Gefängnisse, und Finanzinstituten. Der Bericht fordert die internationale Gemeinschaft und die USA auf, Ziele und Zeitrahmen für die Durchsetzung des Gesetzes über die Gerichte herzustellen und die Justiz zu walten.

Los Angeles, April 19 – Human Rights Alert, Los Angeles County, California based NGO, filed its submission [1] [2] for the first ever UPR (Universal Periodic Review) of the Human Rights record of the United States by the United Nations. The report alleged serious Human Rights violations in Los Angeles County, the hallmark of which are large scale false imprisonments – including, but not limited to: (1)The Rampart FIPs – thousands of victims of the Rampart corruption scandal (1998-2000), which were left falsely imprisoned to this date; (2) Numerous inmate held under record that are blatantly false and misleading by the Los Angeles County Sheriff’s Department, and (3) Attorney Richard Fine – held for over a year in solitary confinement in a case where no warrant was ever issued for the arrest, and no judgment, conviction, or sentencing was ever entered by the court. The other hallmark of alleged Human Rights violations in Los Angeles County involved real estate fraud cases by the Court. Combined, the report alleged racketeering by the judges of the Los Angeles Superior Court, which is patronized by US agencies, which discriminated against the region of Los Angeles County, California, effectively treating it as an extra-constitutional zone.
The report highlights the central role of unvalidated case management systems (CMSs) and online public access systems in the precipitous deterioration of integrity in state and US courts, in jails, and in financial institutions. The report called upon the international community and the US to establish goals and time frames for enforcement of the law on the courts and the justice system itself, through publicly accountable validation (certified functional logic verification). International monitoring of the US justice system was called for, as essential for stopping the deterioration of Human Rights conditions in the US.
